All inter-Korean exchanges and cooperation projects as well as cross-border passages of people for the purpose of economic transactions were strictly restricted or banned beginning yesterday. While more than 4,000 South Koreans hold permits to that allow them to stay in the Gaeseong (Kaesong) Industrial Complex, North Korea will now allow just 880 South Koreans to enter and stay. Inter-Korean cargo train service, which resumed its route in December 2007 after a 56-year hiatus, made its final run last week. Tours to Gaeseong have also been suspended. All of these things have happened in the short nine months since the administration of President Lee Myung-bak was inaugurated.

Despite the situation, core government figures continue to ask what the problem is. In addition to their hard-line policy toward the North, they have made irresponsible comments such as “Waiting is also a strategy,” “We will not stand for joy and sorrow in quick alternation in inter-Korean relations,” “We are preparing for the worst-case scenario,” and “North Korea should change its stance first.” These remarks cause us to wonder whether they intend to build confrontational Cold War relations with North Korea by allowing inter-Korean relations to deteriorate. If that is not the case, however, we will have no choice but to consider them incompetent without any basic ability for judgment.

The ruling Grand National Party has taken a much firmer stance than that of the government. When the leaders of the three main opposition parties called for the government to fully revise its policy on North Korea on Sunday, GNP Chairman Park Hee-tae responded, “We have to keep an eye out for an attitude of reliance on, or blind faith in, the North.” This kind of red-baiting would not have been acceptable even during the military rule of the past. It also represents a kind of blind loyalty to President Lee, whose policies toward the North have been ill-fated. Several days ago, Park indicated that the South would relinquish the Gaeseong Industrial Complex, saying, “We have hundreds of such industrial complexes.” The GNP’s mission may be to fan a deterioration of inter-Korean relations.

The government and the GNP seem to have maintained their grip on power with the support of some hawkish conservatives, with little regard for the state of inter-Korean relations and geopolitical tensions on the Korean Peninsula. An attitude like that will only lead to chaos. Those who think North Korea must give in and change its regime first should not forget the fact that the administration of U.S. President George W. Bush changed its hostile and ignorant policy toward North Korea after the North conducted a nuclear test.

In a statement released yesterday, the Ministry of Unification emphasized that the North’s measure of restricting passage was not in line with the October 4 Summit Declaration, which requires South and North Korea to resolve their problems through dialogue and negotiation. If the government is going to base its criticism of the North on the declaration, it should first express its willingness to honor both the October 4 Declaration and the June 15 Joint Statement. The South should also take a flexible approach toward the issues of humanitarian aid and fliers critical of the North. Waiting should not be a strategy.

정부와 한나라당이 합작하는 남북관계 파탄

남북 사이 모든 교류협력과 경제거래 목적의 인원 통행이 어제부터 크게 제한 또는 차단됐다. 개성공단 체류증을 가진 남쪽 인원은 4천명이 넘지만 상주 체류 인원은 880명으로 제한됐다. 지난해 12월 56년 만에 운행을 재개한 경의선 남북열차는 이미 엊그제 멈춰 섰고, 개성관광 또한 1년 만에 중단됐다. 이명박 정부가 출범한 지 불과 아홉달 남짓 만에 일어난 일이다.

이런 상황에서도 정부 핵심 인사들은 뭐가 문제냐는 태도로 일관한다. 강경기조 대북정책에 대한 반성은커녕 “기다리는 것도 전략”, “남북관계에 일희일비하지 않겠다”, “최악의 상황에 대비하고 있다”, “북한 태도가 먼저 바뀌어야 한다” 등 무책임한 발언만 쏟아낸다. 남북관계를 의도적으로 파탄시켜 냉전식 적대 관계를 구축하려는 게 아닌가 하는 의심마저 든다. 그게 아니라면 기본적 판단 능력도 없을 정도로 무능하다고 볼 수밖에 없다.

거대 여당인 한나라당은 더하다. 박희태 대표는 그제 세 야당 대표가 정부 대북정책의 전면 수정을 요구하자 “우리가 경계할 일은 종북주의적 태도와 그에 대한 맹신”이라고 맞받았다. 군사정권 시절에도 통하기 어려운 저열한 색깔론이다. 그릇된 대북정책을 펴는 이 대통령에 대한 맹목적 충성발언이기도 하다. 그는 며칠 전에는 “우리 쪽에도 그 정도 공단은 수백 개가 있다”며 개성공단 포기 뜻을 노골적으로 드러냈다. 무작정 남북관계 파탄을 부채질하는 게 한나라당의 일인 모양이다.

정부와 한나라당은 남북관계와 한반도 정세는 어떻게 되든 강경보수 세력의 지지 확보가 정권 유지에 더 중요하다고 생각하는 듯하다. 이런 태도는 갈수록 모순을 심화시켜 사태를 걷잡을 수 없는 수준으로 키우게 된다. 북한의 굴복과 체제변화를 모든 것의 전제로 삼는 사람들은 조지 부시 미국 행정부가 북한 핵실험 이후에야 대북 적대적 무시 정책을 바꾼 선례를 잊어서는 안 된다.

통일부는 어제 낸 성명에서, 북쪽의 통행제한 등의 조처는 ‘분쟁 문제를 대화와 협상을 통해 해결하기로 한다’는 10·4 정상선언 합의에 어긋난다고 강조했다. 정부가 이 선언에 근거해 북쪽을 비난하려면 이 선언과 6·15 공동선언 이행 의지를 분명히하는 게 먼저다. 그리고 대북 전단 살포 문제와 인도적 지원 등에서 전향적 조처를 취해야 한다. 기다리는 것은 전략이 될 수 없다.
