Media workers are becoming increasingly outspoken as they try to prevent the Lee Myung-bak administration from taking control of the news media. Having held a rally announcing the intensification of their strike on Friday, they held a massive protest yesterday on Yeouido denouncing the ruling Grand National Party’s move to change seven media-related laws for the worse. International media groups are said to be moving to strengthen solidarity with Korean media workers.
As we have noted on several occasions, the Grand National Party’s seven media-related “evil bills” (akbeop), are full of content that will have the administration joining hands with the big business chaebol and chaebol media companies (jokbeol eollon) to control and manipulate public opinion and content that risks infringing on the people’s freedom of expression. Still, the GNP wants to push these pieces of legislation through the National Assembly without ever having a real public hearing, as is supposed to happen. Even more serious is that the GNP and the media conglomerates are lying about their actions. A simple example would be when they say that it is merely the global trend to have newspapers and television broadcasting owned by one company, and that Korea has to permit newspapers and conglomerates to enter the broadcasting industry if the Korean media industry is going to be more competitive.
There was, of course, a time when you could run both a newspaper and a broadcasting company in the United States. The result was that people had to watch as the media chaebol of Rupert Murdoch came to control prominent newspapers and broadcasting companies in roughly fifty countries. Also, when conglomerates came to own other forms of media like broadcasting, the capital that should have been the object of the media’s watch and criticism ended up preventing it. This is why countries around the world have been strengthening regulations on the simultaneous ownership and operation of newspapers and broadcasting companies.
The GNP, blinded by its strategic interests, and the cliquish media, in pursuit of their goal of being able to enter the broadcasting industry, have been spewing out all sorts of sophistry. The Korean people, however, can see right through them. According to a survey by the Korea Research Center, 61.1 percent of the public opposes these amendments to the broadcasting laws, more than twice as many as the 25.3 percent who are in favor. Media workers can now ride atop this public support and defend media freedom and democracy by blocking the plot to control the media being written by the administration, the ruling party and cliquish media outlets.
언론노동자 단결로 언론장악 음모 막아야
정부의 언론장악 음모를 저지하려는 언론 노동자들의 목소리가 거세지고 있다. 26일 출정식을 시작으로 파업 강도를 높여온 언론 노동자들은 어제 서울 여의도에서 정부의 언론 관계법 개악 움직임을 강력히 규탄하는 대규모 집회를 열었다. 국제 언론단체의 연대 움직임도 강화되고 있다고 한다.
여러 차례 지적한 바 있듯이 한나라당이 내놓은 미디어 관련 7개 악법은, 정부가 재벌 및 족벌언론과 손잡고 여론을 장악·조작할 수 있게 하고 국민의 표현 자유를 침해하는 위험한 내용으로 가득 차 있다. 그럼에도 한나라당은 제대로 된 공청회도 없이 밀어붙이려고만 한다. 더 심각한 것은 한나라당과 족벌언론들이 거짓말까지 동원하고 있는 점이다. 단적인 예가 신문·방송 겸영을 세계적 추세라고 하거나 미디어 산업의 경쟁력 제고를 위해 신문사와 대기업의 방송 진출을 허용해야 한다고 주장하는 것이다.
물론 미국에서 한때 신문과 방송의 겸영이 허용된 적도 있다. 그러나 그 결과 루퍼트 머독 같은 언론재벌이 50여 나라에서 유수의 신문과 방송을 장악하면서 여론의 독과점이 심해져 언론의 다양성과 공공성이 심각하게 훼손되는 것을 목격해야 했다. 또 대기업이 방송 등 언론을 소유함으로써 언론의 감시와 비판의 대상이 돼야 할 자본이 거꾸로 언론의 비판적 기능에 재갈을 물리는 상황도 발생했다. 각국이 신문과 방송 겸영에 대한 규제를 강화하는 방향으로 선회하고 있는 까닭이다.
상황이 이런데도 당리당략에 눈이 먼 한나라당과 이 기회에 방송 진출이란 목표를 달성하려는 족벌언론들은 온갖 궤변을 늘어놓고 있다. 그러나 국민은 그들의 속내를 훤히 꿰뚫고 있다. 코리아리서치센터의 여론조사에서 방송법 개정에 반대하는 의견이 61.1%로 찬성 의견(25.3%)보다 두 배 이상 높게 나타난 게 그 방증이다. 이제 이런 국민의 지지를 업고 정부·여당과 족벌언론의 음험한 언론장악 음모를 막아내고 언론자유와 민주주의를 지켜내는 일은 언론 노동자들의 몫이다.
