KBS is being accused of deliberately fabricating and distorting its live video and audio broadcast of the annual New Year’s bell-ringing event at Bosingak. Indeed, the scene at Bosingak and what you saw on KBS was more than a little different. Tens of thousands of citizens filled the streets at the Jonggak intersection in downtown Seoul and chanted “Out with Lee Myung-bak,” but that was eliminated from the sound relay, and signs people held saying things like “Adieu 2008, Out 2MB” and “Withdraw Proposed Changes to Media Laws” were never seen on the television screen. The interviews of passers-by you usually see watching coverage of such an event were omitted, and on television you did not see the moment when a yellow balloon with the words “Bring back our teachers!” was released into the sky the moment they started ringing the bell. People in the crowd were not clapping, but somehow you heard it on the KBS broadcast, and you saw things that were oddly irrelevant instead of seeing real people in the streets.

  KBS claims the protesting citizens and their slogans were not part of the broadcast because they didn’t fit with the event. Adding the “applause” sound effect was “a matter of broadcasting technique.”

  That is nonsense. The role of the media is, at its most basic level, to show things how they are. The moment you stop showing things as they are and adding things of your own as embellishment you are no longer a press organization. When a highly influential broadcasting organization engages in that kind of fabrication and distortion, the harm that does is unspeakable. You saw it in Nazi Germany so very far away and, closer to home you saw it in Korea during the Fifth Republic. The “technique” of craftily using the angle of the camera and sound bites in an arrangement that shows just one side of the issue at hand was a regular practice in broadcasting under the authoritarian regimes of yesteryear. KBS appears to be excusing itself with the line that what you were watching was not a news program, but whatever the format, the harm done by distortion and fabrication is not much different. If public broadcasting is arbitrarily editing what is fact and distorts reality according to set motives as if it is the public relations department of the administration, then virtually overnight it is going to lose the confidence the country has in it, something that was built after much effort.

  This manipulation of the screen might be just the beginning. If laws relating to the news media, and in particular to broadcasting, are revised in the directions desired by the Blue House, the Grand National Party, the Chosun Ilbo, the JoongAng Ilbo, and the DongA Ilbo, this kind of distortion and manipulation of public opinion through the fabrication of broadcasting could become a regular occurrence. Blocking the eyes and ears of the Korean public is not democracy. This is why the “reorganization of the country’s broadcasting structure” is something that matters for everyone.

KBS ‘화면 조작’, 정권이 방송장악하면 예삿일 된다

<한국방송>(KBS)이 새해맞이 보신각 타종 행사를 생중계하면서 화면과 음향을 조작하고 왜곡했다는 논란이 일고 있다. 실제로, 현장 모습과 방송 화면은 달라도 너무 달랐다.

서울 종각 네거리를 가득 메운 수만 명이 입을 모아 외친 ‘이명박은 물러가라’ 등의 구호 소리는 음향효과로 지워져 방송에선 들을 수 없었고, ‘아듀 2008 아웃 2MB!’, ‘언론관계법 개악 철회하라’ 등의 손팻말을 든 시민들의 모습도 화면엔 비치지 않았다.

으레 하는 시민 인터뷰도 생략됐고, ‘우리 선생님을 돌려주세요’라고 쓰인 노란 풍선이 타종 순간 일제히 하늘로 오르는 장관도 화면에선 볼 수 없었다.

손뼉치는 이도 없는데 녹음된 박수소리로 뒤덮어 버리고 시민들 대신 엉뚱한 풍경으로 화면을 채웠으니, 조작과 왜곡이 아닐 수 없다.

한국방송 쪽은 시위와 구호가 행사의 목적에 맞지 않았기 때문에 방송에 내보내지 않았다고 주장하고 있다. 박수소리 음향효과도 ‘방송 테크닉’이라고 한다.

  얼토당토 않은 궤변이다. 언론의 구실은 사실을 있는 그대로 보여주는 게 기본이다.

있는 사실을 전하지 않고, 없는 일을 있는 양 꾸민다면 그 순간부터 언론이 아니게 된다.

 특히, 영향력이 큰 방송이 그런 조작과 왜곡을 일삼으면 그 해악은 이루 말할 수 없다.

멀리는 나치 독일에서, 가까이는 5공의 ‘땡전방송’이 그 보기다.

화면 앵글과 멘트 따위를 교묘히 배치해 사실의 한쪽 측면만 보여주고 집권세력에 유리한 효과를 내도록 하는 ‘기술’은 과거 권위주의 정권 아래 방송에서 다반사로 벌어진 일이기도 하다.

한국방송 쪽은 뉴스 보도물이 아니라는 핑계도 대는 모양이지만, 방송 형식이 어떻든 왜곡·조작의 해악은 크게 다르지 않다.

공영방송이 그렇게 정권의 홍보본부라도 된듯 특정 의도에 따라 자의적으로 사실을 편집하고 현실을 왜곡하면, 그동안 공들여 쌓아온 국민 신뢰는 하루아침에 무너지게 된다.

  이번 ‘화면 조작’은 그 시작에 불과할 수도 있다.

 청와대와 한나라당, 그리고 조선·중앙·동아일보의 뜻대로 방송법 등 언론 관련 개악 입법이 처리되면, 이런 식의 조작 방송을 통해 사실을 왜곡하고 여론을 조작하는 게 예삿일처럼 될 것이다.

 그렇게 국민의 눈과 귀를 가로막는 게 민주주의일 순 없다. 방송구조 개편 문제가 남의 일이 아닌 이유다.
