Inter-Korean relations are getting worse every day. North and South have no open line of communication now because the contact link between military officials on both sides has been shut down by the Northerners because it is angry about the US-Republic of Korea “Key Resolve” military exercises (March 9-20). The wireless hotline between naval ships was already non-functional, so all means of communication between North and South have broken down. You get the feeling we are returning to the Cold War days when officials had almost little regular contact and attacked each other with loudspeakers, yelling propaganda across the DMZ.

The closing of the militaries’ communications line is having an effect on companies at the Gaeseong Industrial Complex, which used that channel to handle the procedures for getting people and goods across the borders. Hundreds of Southerners scheduled to visit the North yesterday were unable to go, and Southerners in Gaeseong are being inconvenienced, meaning the situation is such that the Gaeseong Industrial Complex could be hurt in all this, just like tours to Gaeseong City and Mount Geumgang came to a screeching halt. Southern companies operating factories there are going to get increasingly anxious about their investments. There can be no justification for the North’s one-sided decision to hold the industrial complex as leverage.

The North is limiting this latest action to the period of the Key Resolve military exercises. Some observers hold that the Pyongyang is not going to do anything really extreme as long as it has hope of improving relations with the US. Not that this latest development should be taken lightly, either. It is in the same thread as, and is an extension of, when the North’s Committee for Peaceful Reunification of the Fatherland said on March 5 that South Korean civilian air flights would no longer be allowed through the North’s airspace and the earlier declaration that Pyongyang now considers to invalidate all inter-Korean military agreements. So it is possible the North could play yet another joker, even after the military exercises are over, if change is not brought to the relationship.


Key Resolve is a yearly military exercise that assumes war, replacing the RSOI (Reception, Staging, Onward Movements and Integration) exercises by the US and South that took place until 2007, the old Team Spirit exercises having been the regular joint war games up to the year 1994. The North attacked the exercises during the Kim Dae-jung and Roh Moo-hyun administrations, too, but it never cut off communications and the North Korean People’s Army command never ordered war-preparation stance. The fact the North’s attitude is like what its approach was during the Team Spirit exercises, then, can only be found in how relations are so poor right now. Once relations go sour you have a vicious cycle in which one action leads to more serious ones.

The South Korean government seems to be waiting for Pyongyang to get tired of its current tactics. There is nothing much left to do but anger and offend each other if relations go to the point of no return. This is not the way to go about coexistence and mutual prosperity. The social, economic, and international political cost to be paid by both sides is just too great. The Seoul government needs to find some solutions before more time is lost.

 의사소통 수단까지 끊긴 남북관계

남북관계가 하루가 다르게 나빠지고 있다. 북한이 한-미 키리졸브 합동 군사연습(9~20일)을 이유로 어제 군 통신선을 차단해 남북 사이 유선 연락수단이 끊겼다. 함정 사이 무선통신망(핫라인)도 이미 제대로 운용되지 않는 상태여서, 남북 의사소통 수단이 사실상 모두 끊긴 셈이다. 당국 차원의 일상적 접촉은 거의 하지 못하고 확성기로 서로 비난하던 냉전시절로 돌아가는 듯하다.

당장 군 통신선을 사용해 인력과 물자의 왕래 절차를 처리해 온 개성공단 업체들이 영향을 받고 있다. 어제 방북할 예정이던 수백명이 가지 못했고, 지금 개성에 있는 남쪽 사람들도 불편을 겪고 있다. 지난해 금강산·개성 관광이 중단된 데 이어 개성공단까지 타격을 받을 수 있는 상황이다. 공장을 가동중인 남쪽 기업들의 불안감은 갈수록 커질 것이다. 개성공단을 담보로 한 북쪽의 일방적 조처는 어떤 이유로든 정당화될 수 없다.

북쪽은 이번 조처를 일단 키리졸브 군사연습 기간으로 한정하고 있다. 북쪽이 미국과의 관계 개선을 기대하는 한 극한 행동은 하지 않을 거라는 분석도 나온다. 그렇다고 이번 일을 가볍게 여겨서는 안 된다. 이번 조처는 남쪽 민항기에 대한 지난 5일 북쪽 조평통의 경고와 그 이전 남북 군사합의 무효화 선언의 연장선에 있다. 남북관계에서 전기가 마련되지 않는다면 북쪽은 군사연습 이후에도 새 카드를 들고 나올 가능성이 있다.

키리졸브 연습은 2007년까지의 한-미 연합전시증원연습(RSOI)을 대체하는 전시대비 연례 군사훈련이며, 1994년 이전에는 팀스피리트 훈련이 행해졌다. 북쪽은 노무현·김대중 정부 때도 한-미 군사연습을 비난했으나 이번처럼 통신선을 끊고 조선인민군 최고사령부가 전시 준비태세 명령을 발표하지는 않았다. 북쪽 태도가 예전 팀스피리트 훈련 때와 비슷해진 주된 이유는 남북관계 악화에서 찾을 수밖에 없다. 한번 나빠진 관계가 더 심한 다음 행동을 유도하는 악순환 구도다.

정부는 북쪽이 제풀에 지치기를 기다리는 듯하다. 이는 잘못이다. 돌이킬 수 없는 수준까지 남북관계가 나빠져 버리면 서로 자극하고 비난하는 것 외에 할 수 있는 일이 별로 없게 된다. 이것이 상생과 공영의 남북관계일 수는 없다. 남북이 치러야 할 사회·경제·국제정치적 비용도 커진다. 정부는 늦기 전에 해법을 찾아야 한다.
