It is said that during the last plenary session of the National Assembly in April, the Grand National Party (GNP) attempted to pass a law governing financial holding companies, also referred to as the “Samsung Privilege Bill,” but was found out. They worked with expediency on this preposterous attempt, something we would not even see in a marketplace swindling. The boldness and shamelessness of the ruling party’s trickery in the National Assembly, the “Hall of the Will of the People,” is simply shocking.
The GNP is claiming that everything was done in accordance with floor leaders of both the ruling and opposition parties, but when you examine the situation, the credibility of this claim falls short. The GNP tried to pass Rep. Gong Sung-jin’s financial holding company bill using the dirty trick of authoring it in the same name as Rep. Park Jong-hee’s bill, which the GNP and Democratic Party (DP) had agreed to pass together as an amended bill. While the two bills share the same name, they are completely different from one another. To use the metaphors of DP members in comparing the content and size of the two bills, if Park’s bill is a “ferryboat,” Gong’s bill is an “aircraft carrier.” Basically, an aircraft carrier got loaded onto a ferry. Furthermore, it got loaded without ever going before the Legislation and Judiciary Committee.
An even more serious matter is the bill’s content. Gong’s bill would permit non-bank financial holding companies to hold stock in non-financial companies. As a result, it has thus been criticized as a “turn a blind eye to Samsung bill.” The background to this attempt by the GNP, knowing full well the opposition’s strong objections to the bill, to resort to trickery to pass a bill favorable to a particular conglomerate is a curious one. We are left unsure whether the GNP, despite this, can still argue that it is not pro-conglomerate or pro-Samsung.
The GNP’s dirty trick, to speak a bit more severely, is close to criminal. This is too serious of a situation to just pass over. The entire process of the bill’s “transformation” should be revealed using what exactly was agreed upon initially by the ruling and opposition parties as a starting point. In particular, the testimony coming out that even high-ranking Financial Services Commission officials went to the Legislation and Judiciary Committee chairman’s office on the day the GNP tried to pass the law to demand the passing of Gong’s bill makes revealing what took place all the more urgent.
To look at this situation from a more intrinsic angle, this incident was the result of the ruling party’s race to push through legislation, rubberstamping the administration’s wishes. This is a situation where it is clear that the National Assembly is degrading into a joke. This incident confirms for us once again that the ruling party must end its self-complacency, stop having its own way, and change its guidelines for running national affairs.
‘꼼수’로 ‘삼성법’ 통과시키려던 한나라당
한나라당이 지난 4월 국회 마지막날 본회의에서 이른바 ‘삼성특혜법’으로 불려온 금융지주회사법을 슬그머니 편법 통과시키려다 들통이 났다고 한다. 시장의 야바위판에서나 볼 수 있는 어처구니없는 일이 ‘민의의 전당’인 국회에서 버젓이 일어난 것이다. 야당 몰래 속임수를 쓴 집권 여당의 대담함과 후안무치가 놀라울 뿐이다.
한나라당은 “여야 원내대표 합의에 따른 것”이라고 주장하지만, 여러 정황을 살펴볼 때 신빙성이 떨어진다. 한나라당이 ‘꼼수’로 통과시키려 했던 공성진 의원의 금융지주회사법은 애초 한나라당과 민주당이 처리하기로 한 수정안 원안인 박종희 의원의 법안과는 이름만 같을 뿐 전혀 딴판인 법안이다. 민주당 쪽의 비유처럼 법안의 내용이나 분량 등을 따져볼 때, 박종희 의원안이 ‘나룻배’라면 공성진 의원안은 ‘항공모함’인데, 나룻배 위에 항공모함을 얹은 꼴이다. 게다가 공성진 의원안은 법사위원회에 상정조차 되지 않은 상태였다.
더욱 심각한 것은 법안의 내용이다. 공성진 의원안은, 비은행 금융지주회사에 비금융 자회사 지분 보유를 허용하는 내용이 들어 있어 그동안 ‘삼성 봐주기 법안’이라는 지적을 받아왔다. 한나라당이 야당의 거센 반대를 잘 알면서도 굳이 속임수까지 써가며 특정 재벌한테 유리한 법안을 통과시키려 한 배경이 궁금하다. 한나라당은 그러면서도 자신들이 ‘친재벌 친삼성’이 아니라고 강변할 수 있는지 모르겠다.
한나라당의 이번 꼼수는 좀 심하게 말하면 범죄행위에 가깝다. 어물쩍 넘어가기에는 사안의 성격이 매우 심각하다. 애초 여야의 합의 내용이 정확히 무엇이었는지부터 시작해, 법안이 ‘둔갑’하게 된 전 과정을 낱낱이 밝혀야 한다. 특히 편법 통과 시도가 있던 날 국회 법사위원장실에 금융위원회 고위 관계자 등이 찾아와 “공성진 의원안도 통과시켜야 한다”고 주문했다는 증언도 나오고 있는 만큼 명백한 사실관계 규명은 더욱 절실하다.
더 본질적인 면에서 보면, 이번 사건은 정부 여당의 밀어붙이기식 입법 속도전이 빚어낸 산물이다. 정부가 국회의원들을 거수기쯤으로 여기다 보니 국회가 ‘봉숭아학당’으로 전락하는 기막힌 상황이 벌어지고 있는 것이다. 정부 여당이 독선과 독주를 접고 국정 운영의 기조를 바꿔야 함은 이번 사건을 통해서도 다시 확인된 셈이다.
