As the new year begins, the international community remains caught in the nightmare of terrorism. On Christmas Day, a terrorist was arrested on a U.S.-bound airliner, and then an estimated 10 people were killed when a suicide bomber attacked a CIA base in Afghanistan. The U.S. and Great Britain have tentatively closed their embassies in Yemen due to warnings of terrorist threats. As security searches of U.S.-bound passengers are intensified, airports around the world suffer due to delayed flight schedules. There is a growing concern that international terrorism, which was on the wane for a while, is once again thriving.

There is no justification for terrorist acts that harm innocent lives. In that regard, strengthening international cooperation and response measures to stop terrorism, including sharing of terrorism information and strengthening searches, is incredibly important. There is a limit, however, to what measures to increase airline searches and international cooperation can achieve. More significant are efforts to eliminate the circumstances that breed terrorism.

In this case, we need to look at why the terrorist threat level has risen recently. U.S. President Barack Obama pledged that he would walk a different path than his predecessor, George Bush, who adopted a military policy in prioritizing the war on terror that included a scorched earth policy. Obama clarified that he would pull out of Iraq and seek a relationship of coexistence, not confrontation, with Islam. This attitude brought hope to all of a slightly more peaceful world.

Obama’s decision during his first year of his administration to boost troop strength in Afghanistan, however, has poured cold water on these hopes. No matter how many troops are sent, it will be hard to end a war while holding hands with a corrupt and incompetent Afghanistan government and an unstable Pakistani government. On the contrary, in this situation, there is the great danger that U.S. efforts could be prompting the rebel Taliban forces and international terrorist organization al-Qaeda to grow. Local reports are coming out that anti-government youth are joining anti-American organizations in great numbers and becoming terrorists.

To root out terrorism, this situation has to be transformed. For the U.S., it might be necessary to end its military intervention and allow the people of Afghanistan to choose their own fate in order to eliminate the justification used in the Taliban’s and al-Qaeda’s calls for jihad. Obama argues that there is justification for a war to protect the peace, but only peace stops terrorism.

평화 증진이 테러의 방어선이다

세밑새해 국제사회는 또다시 테러 악몽에 시달리고 있다. 크리스마스날 미국행 비행기에서 테러리스트가 체포된 데 이어 연말에는 아프가니스탄 주둔 미국 중앙정보국(CIA) 기지에서 자살폭탄 테러가 일어나 10여명이 숨졌다. 미국과 영국은 테러 위험에 대한 경고를 이유로 예멘 주재 자국 대사관을 잠정 폐쇄했다. 세계적으로 미국행 비행기 탑승객에 대한 보안검색이 강화돼 새해 벽두부터 전세계 공항이 항공기 발착 지연 등으로 몸살을 앓고 있다. 한동안 주춤했던 국제적인 테러가 다시 활개치는 것 아닌가 하는 우려가 커지고 있는 것이다.

무고한 인명을 살상하는 테러행위는 어떤 이유로도 정당화될 수 없다. 그런 점에서 테러 정보를 공유하고 보안검색을 강화하는 등 테러를 막기 위한 국제협력과 대응조처를 강화하는 것은 매우 중요하다. 하지만 더 중요한 것은 테러를 조장하는 환경을 없애는 일이다. 공항 보안검색과 국제공조를 아무리 강화한다 해도, 막는 것만으로는 한계가 있기 때문이다.

그렇다면 왜 최근 들어 테러 위험이 더 높아지고 있는지 살펴볼 필요가 있다. 버락 오바마 미국 대통령은, 테러와의 전쟁을 앞세워 초토화 등 군사적 정책을 취했던 전임 조지 부시 대통령과 다른 길을 걷겠다고 공언했다. 이라크에서 철군하고, 이슬람과도 대결이 아닌 공존의 관계를 추구하겠다고 천명했다. 이런 그의 태도는 좀더 평화로운 세계에 대한 희망을 불러일으켰다.

그러나 아프가니스탄에 대한 병력증파 결정은 이런 희망에 찬물을 끼얹었다. 아무리 많은 병력을 파견해도 부패하고 무능한 아프간 정부, 그리고 불안정한 파키스탄 정부와 손잡고 이 전쟁을 끝내긴 어렵다. 오히려 이런 상황은 아프간의 반정부세력인 탈레반과 국제테러조직인 알카에다의 세력확장을 지원하는 꼴이 될 위험성이 높다. 반정부 성향의 젊은이들이 속속 반미 조직에 합류해 테러리스트로 육성되고 있다는 현지 보도들도 나온다.

테러를 근절하자면 이런 환경 자체를 변화시키지 않으면 안 된다. 미국이 군사적 개입을 중단해 아프간인이 스스로 제 운명을 결정하도록 하는 것도, 탈레반이나 알카에다의 성전 주장 명분을 없애는 한 방안이 될 수 있을 것이다. 오바마 대통령은 평화를 지키기 위한 전쟁도 있다고 강변하지만, 평화만이 테러를 막는다.
