One step forward has been taken for an agreement to a pan-opposition solidarity in the June 2 regional elections. The “Five Opposition Party Negotiation Conference for a Joint Victory in the Regional Elections,” comprised of the five opposition parties, including the main opposition Democratic Party (DP), and four civic and social organizations, including Hope and Alternatives, yesterday agreed to an election solidarity procedure and timetable. Since only talk had taken place prior to this over the task of checking the unilateral national management of the Lee Myung-bak administration, it is significant that the opposition has publicly declared that it will agree upon unified candidates.
The negotiations that have taken place thus far have been painful. The DP’s will to form an alliance had previously been suspect since the Gwangju City Council, dominated by the DP, divided its four-person electoral districts into two-person districts. One party pushed for results to be publicly announced only after negotiations that are to take place through the end of next month had been completed, which drew criticism for being an attempt to run out the clock. The fact that an agreement was reached despite these travails is praiseworthy as the result of each party deciding not to consider only its own interests and to make concessions. It is also noteworthy that the “5 plus 4” negotiating body has also decided to discuss policy simultaneously to solidify a joint policy. We hope that yesterday’s agreement promotes spontaneous solidarity talks at the grassroots level in each city, county and ward.
This agreement, however, is only a beginning. Each party must further ready themselves for a meaningful solidarity. First, the DP, like an elder sibling, must show a future-oriented attitude that is considerate of and makes concessions to minority parties. For example, yesterday’s agreement states that participants will work to alleviate the imbalance in democratic politics where one party dominates in a particular district. This is a call to for the DP to create a motivating force for solidarity in other regions by giving up its vested interets in the Honam region. In relation to this issue, the progressive parties are calling for the candidate for Gwangju mayor to come from a party other than the DP. This is an idea that is worth of both sufficient discussion and put into practice.
It would also be inadvisable for minority parties to focus only on their own interests and make unreasonable demands that go beyond what is their due. It is important for progressive parties to spread their unique policy values widely during the election. However, as was made clear when the negotiating body was formed, an election solidarity is primarily about creating a joint victory through solidarity. The solidarity itself is not the goal. Moreover, they must remember that there is not a lot of time to talk. This is because if each party’s prospective candidates rush forward and party primaries proceed, solidifying solidarity will become even more difficult.

한 걸음 나아간 야권연대, 다음 단계가 중요하다

6·2 지방선거에서 야권 연대를 하기 위한 협상이 한 걸음 진전을 이뤘다. 민주당 등 야5당과 ‘희망과 대안’ 등 4개 시민사회단체로 구성된 ‘지방선거 공동승리를 위한 야5당 협상회의’가 어제 선거연합의 방법과 일정에 합의한 것이다. 이명박 정부의 일방적 국정운영을 견제한다는 과제를 놓고 말만 무성하던 상태에서, 야권 단일후보를 실질적으로 만들어내는 단계로 넘어가게 됐다는 점에서 의미가 작지 않다.

그동안 협상에선 진통이 꽤 있었다고 한다. 민주당이 지배하는 광주시의회가 기초의원 4인 선거구를 2인 선거구로 쪼갠 일로 민주당의 연대 의지가 의심받기도 했다. 어떤 정당은 다음달 말까지 세세한 협상을 모두 마친 다음에 결과를 발표하자고 주장해 시간끌기용 아니냐는 지적을 받았다. 이런 우여곡절에도 불구하고 합의가 이뤄진 것은 각 정파가 자기 주장만 고집하지 않고 한 걸음씩 양보한 결과로 평가할 만하다. 이번 ‘5+4 협상기구’가 공동정책을 마련하기 위한 정책 논의를 병행하기로 한 것도 주목된다. 어제 합의가 각 시·군·구 풀뿌리 차원의 자발적인 연대 논의를 촉진하리라는 점도 기대된다.

하지만 이번 합의는 출발에 불과하다. 앞으로 각 주체들은 실질적 연대를 위해 자세를 더욱 다잡아야 한다. 우선 민주당은 야권 연대의 맏형답게 소수 정당들을 배려하고 양보하는 전향적 태도를 보여야 한다. 이를테면 어제 합의문은 “어느 지역을 하나의 정당이 절대적으로 독점하는 민주정치의 불균형을 해소할 수 있도록 노력한다”고 했다. 호남의 민주당 기득권 포기를 통해 다른 지역에서 연대의 동력을 만들어내자는 취지인 셈이다. 이와 관련해 진보정당들은 광주시장 후보를 ‘비민주 야4당’ 몫으로 돌리자고 주장하는데, 충분히 토론해볼 만한 제안이다.

소수 정당들도 명분에만 집착해 역량 이상의 무리한 요구를 고집하는 것은 바람직하지 않다. 진보정당이 선거공간에서 고유의 정책적 가치를 널리 알리는 과제는 중요하다. 하지만 선거연합은 협상기구를 발족하면서 천명한 바와 같이, 연합 자체가 목적이라기보다는 연합을 통해 공동의 승리를 일궈내는 게 우선이다. 아울러 논의 시간이 많지 않다는 점도 유의해야 한다. 각 정당의 예비후보들이 각개약진에 들어가고 정당별 후보 경선이 진행되고 나면 연대는 더욱 어려워질 수밖에 없기 때문이다.
