In watching the various aspects of the case of the sunken navy Patrol Combat Corvette (PCC) Cheonan unfold, it is impossible to avoid shaking your head at the apparently low standards of the Korean military. The faith we have held in our military has largely been lost. Excluding for a moment the fact that the cause of the sinking remains unknown four days after it occurred, the military has apparently been in a muddled chaos throughout the rescue operation, from the search for missing crew members to the overall response to the incident, having failed to get a single thing right. The government is also running around in circles by placing government employees on emergency standby and holding continuous security-related cabinet ministerial meetings, which is far from an adequate response to reassure the public.
Moreover, it was not naval authorities, but a regular fishing vessel that in the end located the Cheonan’s stern. We cannot help but ask what on earth the navy, with equipment and work force size vastly superior to that of a fishing boat, was doing. The navy had yet to float buoys to mark the position where the Cheonan sank before it was discovered. Given that the sunken stern was eventually discovered in waters close to the location where the Cheonan first sank, we have no choice but to express regret at the fact that it may have been located much sooner if only the navy had marked the site of the accident properly. In spite of this Minister of Defense Kim Tae-young responded to a question at yesterday’s National Assembly Defense Committee meeting by saying that initial operations had taken place “comparatively perfectly.” This is not a response that could have been given by anyone with the least bit of consideration for the anxious families of the missing crew members.
The continuous changes in content of announcements by the military authorities also give rise to nothing but suspicion. On March 26, just after accident, the Joint Chiefs of Staff announced that it had taken place at 9:45pm, but the next day this was revised to 9:30pm. This is more than enough to raise suspicions that the time of the accident was deliberately pushed back in anticipation of criticism of the inadequate initial response. Military authorities also initially announced the cause of the accident in stating, “A hole was created in the hull due to an unidentified explosion, and the ship began to sink” before changing their statement to say that ship was split in half after the explosion and sank.
The military has already displayed, through this incident, serious flaws in its crisis management capacity. And its reluctance to rule out links to North Korea, even though the appearance of the situation so far suggests that the likelihood of North Korea’s involvement is slim, also leaves a sour taste. If such an attitude on the part of the military is even partly due to a desire among the top brass to evade responsibility, this is truly deplorable. The military must realize that if public trust in the military collapses, the common sense of strong national security that it emphasizes so much will also disappear.

군의 총체적 역량 한계 드러낸 천안함 참사

해군 초계함 천안함 침몰 사고 이후 전개되는 사태의 양상을 보면 ‘우리 군의 수준이 고작 이 정도밖에 되지 않는가’라는 한탄이 절로 나온다. 군에 대해 애초 가졌던 신뢰는 이미 크게 무너졌다. 사고가 난 지 나흘이 지나도록 침몰 원인이 계속 오리무중 상태인 것은 일단 제쳐놓자. 구조 작업과 실종자 수색 등 사고 수습 전 과정에서 군은 계속 우왕좌왕하고만 있을 뿐 무엇 하나 제대로 하는 게 없어 보인다. 정부도 공무원 비상대기령 발동, 잇따른 안보장관회의 개최 등 부산을 떨고 있지만 국민들을 안심시키기에는 역부족이다.

천안함 함미의 침몰 위치를 찾아낸 것도 결국 해군 당국이 아니라 일반 어선이었다. 어선에 비해 훨씬 뛰어난 장비와 인력을 갖추고도 해군이 도대체 무엇을 하고 있었느냐는 질문을 던지지 않을 수 없다. 해군은 천안함이 침몰한 위치를 알리는 부표조차 설치하지 않았다. 침몰된 함미가 결국 사고 해역 인근에서 발견됐다는 점에서 군이 사고 지점만 제대로 표시해놓았더라도 함미 발견 시간을 앞당겼을 것이라는 안타까움을 금할 수 없다. 그런데도 김태영 국방부 장관은 어제 국회 국방위원회에서 “초동작전은 비교적 완벽하게 이뤄졌다”고 답변했다. 애타는 실종자 가족들의 마음을 조금이라도 헤아린다면 결코 할 수 없는 답변이다.

군 당국의 발표 내용이 시간이 지나면서 계속 바뀌는 점도 의심스럽기만 하다. 합참은 지난 26일 사고 발생 직후에는 사고 시간을 밤 9시45분이라고 발표했으나 다음날에는 9시30분으로 수정했다. 초동대처 미흡에 대한 비판을 의식해 일부러 사고 발생 시각을 늦춘 것 아니냐는 의혹을 사기에 충분하다. 사고 원인에 대해서도 “원인 미상의 폭발로 선체에 파공(구멍)이 되어 침수되기 시작했다”고 발표했다가 뒤에는 배가 폭발 뒤 두 동강 나면서 침몰했다고 바꿨다.

군은 이미 이번 사건을 통해 위기 관리 능력에 심각한 허점이 있음을 드러냈다. 시간이 지날수록 북한이 관련됐을 가능성이 희박해지는데도 어떻게든 북한을 끌어들이려는 모습도 썩 유쾌하지만은 않다. 더욱이 군 당국은 계속 뭔가 쉬쉬하면서 정보를 차단함으로써 의혹을 증폭시키고 있다. 만약 군의 이런 태도가 이번 사건의 책임을 조금이라도 모면하기 위한 군 수뇌부의 얄팍한 계산에서 나온 것이라면 더 큰일이다.
