During a symposium held yesterday on the ecological restoration of Seoul’s Han River, concrete evidence was presented showing that advanced nations are tearing down dams and weirs in order to save the environment. During the symposium, Daejeon University Professor Heo Jae-yeong said, “Since 1912, the U.S. has demolished 650 weirs and dams, including 54 dams in 2007 alone.” The U.S. began by tearing down weirs and small dams, and has also recently moved on to eliminating large-scale dams. The same thing is taking place in Japan, where more than 300 dams have already been demolished. Since Hatoyama Yukio took office as Prime Minister, a number of large-scale dam construction projects have been suspended.
An array of scholars have, as a matter of course, pointed out that the Four Major Rivers Restoration Project goes against global trends. It is a point that has been made repeatedly. The worrisome aspect is the possibility that it could easily go down in history as an international failure. Indeed, the journal Science recently featured an article entitled “Restoration or Devastation?” in which the project is described as generating “fiery opposition” from scholars and environmentalists. The article also cites the opinions of overseas experts who charge that the project goes against the river management methods currently being developed in advanced countries.
The South Korean government merely repeats the same lines, namely that water quality will improve if the quantity is increased through the creation of weirs. But in the long term, the quantity of water will continue to decline due to increased use for agriculture and industry. In addition, earth and sand will accumulate over time, slowing the current. This is why advanced nations are tearing down not only dams and weirs but also various facilities in order to restore rivers to their original state.
Nowhere in the world is it possible to find a country that claims it can save the environment through large-scale construction projects like the Four Major Rivers Restoration Project. Environmental preservation cannot be achieved through a single construction effort. The formal declaration of Catholic and Buddhist opposition to the project can be viewed as a stern warning against this type of misguided thinking.
The current global trend is a movement toward valuing software over hardware. The same applies to river management. Even now, there is almost no control on the industry, agriculture and livestock wastewater flowing in through the tributaries of the four rivers. In such a situation, water quality cannot improve regardless of any amount of dredging or number of weirs built. The key is how consistently pollution sources are managed and the river environment is preserved. If a single construction effort were enough, why are the advanced nations not trying it? A mistake could leave us an international laughing stock.

국제적 웃음거리가 돼가는 4대강 사업

선진국들이 환경을 살리기 위해 댐이나 보를 속속 철거하고 있다는 구체적인 자료가 나왔다. 허재영 대전대 교수는 어제 열린 ‘서울 한강의 생태적 복원’ 심포지엄에서 “미국이 1912년부터 최근까지 650개의 보와 댐을, 2007년에만 54개의 댐을 철거했다”고 소개했다. 처음에는 보나 소형 댐을 철거하다가 최근 들어서는 대형 댐을 없애고 있다는 것이다. 일본도 마찬가지다. 이미 300여개의 댐을 철거했다. 지난해 하토야마 정부가 들어선 뒤엔 대형 댐 건설 공사가 속속 중단되고 있다.

4대강 사업이 세계적인 추세와 어긋난다는 사실은 새삼스러울 것이 없다. 많은 학자들이 숱하게 지적한 사항이다. 걱정스러운 것은 자칫 국제적인 실패 사례로 기록되지 않을까 하는 우려다. 실제로 과학 전문지 <사이언스>는 최근 인터넷판 머리기사로 ‘복원이냐 파괴냐’라는 기획기사를 싣고 이 사업이 학자와 환경보호주의자들의 극심한 반대를 불러일으키고 있다고 소개했다. 더불어 “선진국에서 발전하고 있는 하천 관리 방식과 어긋난다”는 외국 전문가들의 의견을 소개했다.

정부는 보를 만들어 수량이 늘면 수질이 좋아진다는 말만 반복한다. 하지만 장기적으로 보면 농업 및 공업 용수의 사용이 늘어나 수량은 계속 줄어들 수밖에 없다. 여기에 시간이 갈수록 토사는 쌓이고 유속은 느려지게 된다. 선진국들이 댐이나 보만 아니라 각종 시설물까지 철거해 하천을 원래 모습대로 복원하는 것도 이런 이유에서다.

세계 어디를 봐도 4대강 사업처럼 대규모 토목공사를 통해 환경을 살리겠다는 나라는 찾아볼 수 없다. 환경 보호가 한판의 공사로 되는 일이 아니기 때문이다. 천주교와 불교가 공식적으로 4대강 사업 반대를 천명하고 나선 것은 이런 잘못된 발상에 대한 강력한 경고라고 할 수 있다.

세계적인 흐름은 하드웨어보다는 소프트웨어를 중시하는 추세다. 하천 관리도 마찬가지다. 지금도 4대강 지천을 통해 유입되는 공업·농업·축산 폐수 등에 대한 단속은 제대로 이뤄지지 않고 있다. 이런 상태에서 강바닥을 준설하고 보를 쌓는다고 해서 수질이 좋아질 수는 없다. 얼마나 지속적으로 오염원을 관리하고 하천 환경을 보전하느냐가 중요하다. 공사 한번으로 다 된다면 선진국들이 왜 하지 않겠는가. 이대로 가다간 국제적인 웃음거리가 될 뿐이다.
