North Korea, which has been pressuring South Korea to restart the Mt. Kumgang tourism project, enacted new measures two days ago. Our government is virtually ignoring these measures. It appears that the tourism project, which has been suspended for 21 months, is entering a stage of deterioration.
North Korea claimed that there is no longer any room to discuss the issue of tourism in today’s climate, in which ideological conflict has gone beyond the point of danger. This is a stronger statement than they have issued previously. It does not, however, mean that North Korea will immediately liquidate the entire project. North Korea’s measures are also limited to a freeze on some of the South Korean facilities including the family reunion center and restarting tourism under new management. The fact that the measures were taken under the name of the General Guidance Bureau for the Development of Scenic Spots, a working-level group, and not Hyundai’s contract partner in North Korea, the Asia-Pacific Peace Committee, shows North Korea’s intention to avoid a collapse of the agreement. Of course, it could in the future lead to North Korea undertaking firm response measures such as a complete reevaluation of the Kaesong Industrial Zone, as it has previously pledged. The project now stands at a crossroads.
Restarting the Mt. Kumgang tourism project is completely in the hands of the South Korean government. The Lee Myung-bak administration is still holding on to preconditions, which include revealing the truth behind the shooting of a South Korean tourist, measures to prevent a recurrence of a similar incident in the future and guarantees of tourist safety. This is just an excuse, however: the Lee administration is using the project as a significant source of pressure on the North Korean government. This attitude, which regards economic cooperation as subordinate to other pending inter-Korean issues such as the nuclear issue, implies that it would be no problem to abandon the Mt. Kumgang tourism project. This policy mindset is entirely misguided. Economic cooperation is itself significant and provides the groundwork for progress in the entire inter-Korean relationship and the nuclear issue.
As for the main reason for suspending the Mt. Kumgang tourism project, the shooting of a South Korean tourist, North Korea has taken the situation seriously, as far as anyone can see. Now is the time for a decision on the tourism project and inter-Korean relations in total. North Korea’s unilateral attitude as of late is wrong, but it is South Korea that has holds the key to resolving the problem. Before the situation becomes any worse, we hope the government resolves to restart the tourism project.

금강산 관광사업 재개 결단 내려야

금강산 관광 재개를 요구하며 남쪽을 압박해온 북쪽이 그제 새로운 조처를 취했다. 우리 정부는 북쪽의 이런 움직임을 사실상 무시한다. 이미 21개월 동안 중단된 이 사업이 이제 고사 단계에 접어드는 양상이다.
북쪽은 “체제 대결이 위험계선을 넘어선 오늘의 정세 아래서 이제 관광문제 따위는 더 논할 여지도 없게 됐다”고 주장했다. 이전보다 더 강경한 표현이다. 그렇다고 당장 금강산 사업을 모두 청산하겠다는 뜻은 아니다. 북쪽이 밝힌 조처도 이산가족 면회소 등 일부 남쪽 시설 동결과 새 사업자의 관광 시작 등 제한된 범위에 그친다. 북쪽이 현대와의 사업 계약자인 조선아시아태평양평화위원회가 아니라 실무기관인 명승지종합개발지도국 이름으로 조처를 발표한 것도 파국을 피하려는 의도를 보여준다. 물론 앞으로의 상황에 따라 북쪽이 공언한 대로 개성공단 사업 전면 재검토 등 ‘단호한 대응조처’가 이어질 수 있다. 지금이 그 분기점인 셈이다.
금강산 관광의 재개 여부는 전적으로 우리 정부 손에 달렸다. 정부는 여전히 한국인 관광객 피살사건의 진상규명, 재발방지책 마련, 관광객 신변안전 보장 등을 전제조건으로 내세운다. 하지만 이는 빌미일 뿐 정부는 이 사업을 주요한 대북 압박 수단의 하나로 삼는다. 경협을 핵문제 및 다른 남북 사이 현안의 종속물로 여기는 이런 태도는 금강산 관광을 포기해도 좋다는 가정을 함축한다. 이런 정책은 앞뒤가 뒤바뀐 것이다. 경협은 그 자체로 충분한 의미가 있으며 전반적인 남북관계와 핵문제를 진전시키는 밑거름이 된다.
금강산 사업이 중단된 직접 원인인 관광객 피살사건에 대해서는 북한도 성의를 보일 만큼 보였다. 이제 금강산 사업 자체와 남북관계 전반을 놓고 판단해야 마땅하다. 최근 북쪽이 보이는 일방적 태도는 분명 잘못이지만, 문제를 푸는 열쇠는 남쪽이 갖고 있다. 정부는 사태가 더 악화하기 전에 사업 재개 결단을 내리기 바란다.
