비만에 병들고 결식에 시드는 아이들을 어찌하나

과거 아이들 건강을 재는 척도는 영양실조 여부였지만, 지금은 비만이 그 구실을 한다. 어린이 비만이 그만큼 많아진데다 간 기능 이상, 관절 질환은 물론 심지어 당뇨병, 고혈압, 고지혈증 등 성인병까지 유발하는 까닭이다. 게다가 75~80% 이상이 성인 비만으로 이어지고 어려서부터 열등감과 우울증에 빠지게 하는 등 그 폐해가 심각하다. 그런 어린이 비만이 7명에 1명꼴로 나타났다고 한다.

주목되는 건 추세다. 2008년 조사에선 초·중등생 비만율이 11.2%였지만, 올해 식품의약품안전청 조사에선 초등생 13.6%, 중학생 14.1%로 크게 늘었다. 비만율이 특별히 높았던 2010년(14.3%)을 제외하고는 계속 높아지고 있는 것이다. 공부 압박, 성적순 줄세우기, 위험한 학교생활 등 온갖 스트레스로 마음의 병을 앓고 있는 아이들이 몸이나마 건강하길 바라는 건 과욕이다. 하지만 공동체의 미래를 책임지게 될 아이들의 몸과 마음이 점점 더 병들고 있으니, 몸 건강이나마 바라는 걸 나무랄 순 없다. 지난해 서울시교육청이 어린이 비만을 잡겠다고 공언했지만 관심만 환기하는 데 그쳤다.

어린이 비만은 주로 식습관 및 생활습관 등 환경 요인에 의해 유발된다. 유전적 요인은 미미하다. 영양가는 적고 열량만 많은 음식을 많이 먹고, 끼니를 거르거나 폭식을 하고, 티브이나 컴퓨터 앞에 오래 앉아 있고, 가급적 덜 걷고 뛰며, 불안이나 고민 억압 등 각종 스트레스에 시달리면 비만으로 직행한다. 그런 상황은 사회경제적 배경이 열악한 가정의 아이들에게 노출되기 쉽다. 과보호가 과식으로 이어지기도 하지만, 무관심이 불량한 식습관으로 이어져 비만을 유발하는 것이다. 2010년 조사에선 빈곤층이 많은 서울 중랑구(16.5%)가 서초구(11.34%)보다 5%포인트 이상 높았다.

비만도 비만이지만, 더 심각한 건 결식이다. 토요휴무에 따라 토요일마다 점심을 굶는 아이들이 11만여명이나 된다고 한다. 점심을 굶는데 아침, 저녁이라고 제대로 챙겨 먹을 리 만무다. 비만으로 병들어가는 아이들과 밥 굶어 시들어가는 아이들은 오늘날 병든 우리 사회의 단면이다. 어린이 비만이 가족의 무관심 때문이라면, 아이들 결식은 가난과 공동체의 무관심 탓이 크다. 모두 우리 공동체의 미래를 어둡게 하는 병증이다. 국가가 나서서 해결해야 하는 까닭이다. 아이들 결식 문제는 무상급식 시스템 확충을 통해, 아이들 비만 문제는 학교교육의 정상화와 부모 교육 확대를 통해 잡아야 할 것이다.

Act now for children’s health

 In the past, malnutrition was the metric for children’s health. Today, it’s obesity. Not only is it that much more frequent among children, but it is also the force behind numerous ailments afflicting adults, including liver impairment, joint problems, diabetes, hypertension, and hyperlipidemia. These adult ailments are increasingly being seen in children and more than 75% to 80% of cases continue into adulthood, with additional ravages including a sense of inferiority and depression from a young age. Now, obesity has been found to affect around one out of every seven children. A 2008 survey put the obesity rate among elementary and middle school students at 11.2%. But a Korea Food and Drug Administration study this year showed a steep increase to 13.6% for the former and 14.1% for the latter. The trend has been one of continued increase every year except for the period after 2010, when it reached a high of 14.3%. It may be too much to ask children to look after their bodies and health when they are suffering under multiple stresses with study pressures, class rankings, and the dangers of school life. The SMOE declared last year that it intended to rein in childhood obesity, but all it has done is draw attention to it.

Childhood obesity usually stems from factors such as diet and lifestyle habits. Genetic factors are minimal. Those who eat a lot of high-calorie, low-nutrient foodstuffs, skip meals or binge eat, sit for long hours in front of the TV or computer, try to walk and run as little as possible, and suffer from anxiety, worry, depression, and other stressors are likely to be overweight.

This is all too often the case for children from low-income families. A lack of parental supervision tends to lead to the bad eating habits that trigger obesity. The 2010 study showed an obesity rate of 16.5% in Seoul’s Jungnang district, which has a relatively high poverty rate. This was more than five percent higher than the 11.34% rate seen in the city’s prosperous Seocho district.

Obesity is certainly a troubling trend, but going without food is a more serious concern. A study reported that the number of children going without lunch on Saturdays, when school is now closed, may be as high as 110,000. We cannot assume they are eating properly at breakfast and dinner when they are missing lunch. These two extremes, the children with obesity and the ones wasting away from hunger, paint a picture of an ailing society. If childhood obesity results from a lack of attention at home, then the lack of community attention and poverty bear much of the blame for children going hungry. Both symptoms spell a bleak future for South Korean society. This is why the state needs to take action. We need a two-pronged approach: expanding the free meal system on one hand to address childhood hunger, and normalizing public school education and increasing parent education on the other to rein in childhood obesity.

통합진보당의 비례대표 경선 부정 파문이 최악으로 치닫고 있다. 엊그제 통합진보당 중앙위원회에서 벌어진 폭력사태는 눈을 의심케 할 정도였다. 당 안팎에서 그렇게 우려하고 경고했건만 인터넷으로 온 국민이 지켜보는 앞에서 또다시 막장 드라마를 연출했다. 진보정치의 끝없는 추락을 보는 것 같아 참담하기 짝이 없다.

 
How can we expect such people to lead progressive politics?

The scandal over the United Progressive Party’s (UPP) selection of proportional representatives is reaching disaster levels, with violence that erupting at a meeting of the party’s central committee a few days ago. There had been warnings of this from in and around the party, but this tawdry spectacle unfolded online with the entire population watching. The train wreck that has become progressive politics is painful to watch.
