안철수 원장, 이젠 분명하게 말할 때다


안철수 서울대 융합과학기술대학원장이 어제 <안철수의 생각>이란 책을 출간했다. 책의 부제가 ‘우리가 원하는 대한민국의 미래 지도’라고 돼 있는데, 대선을 준비하는 안 원장의 정책적 얼개가 얼추 나온 것으로 봐도 무방할 듯하다. 안 원장은 오는 23일엔 <에스비에스>(SBS) ‘힐링캠프’에 출연한다고 한다. 사실상의 대선 행보를 시작한 모양새다.

안 원장은 책에서 대선 출마 가능성을 강력히 내비쳤다. 그는 대선 출마 여부에 대해 “제 생각에 동의하는 분들이 많아진다면 앞으로 나아갈 수밖에 없을 것”이라고 적었다. “정치인의 역할을 감당하든 지식인으로서 변화에 힘을 보태든 책에 담긴 생각을 바탕으로 더 많은 사람들과 힘을 모아나가고 싶다”고도 했다. 대선 행보가 본격화될 것임을 예고한 것으로 읽힌다.

야권의 대선판은 안 원장을 빼놓고는 생각하기 어려운 게 현실이다. 야권 내 지지율 1위인 안 원장은 전체 대선 구도에서 상수에 가깝다. 야권 지지자들 상당수는 안 원장과 다른 민주당 주자들이 협력해 야권 전체의 경쟁력을 키워주길 바라고 있다. 안 원장이 더욱 책임감을 갖고 속도감 있게 행보를 이어가야 할 이유다. 대선까지는 시간이 너무 촉박하다. 안 원장은 책 출간을 계기로 국민에게 좀더 솔직하고 분명하게 말할 필요가 있다.

안 원장은 책에서 정치를 할 경우 롤모델로 삼고 싶은 인물로 미국의 프랭클린 루스벨트를 꼽음으로써 자신의 정책적 지향을 함축적으로 드러냈다. 대공황기부터 2차 세계대전까지 네 번 대통령을 지낸 루스벨트는 경제 양극화 해소를 위한 재분배 정책, 서민을 위한 복지제도 확충, 금융 건전성을 높이기 위한 제도개혁 등을 실현한 인물로 꼽힌다. 한국 사회의 양극화를 극복하고 경제발전의 새로운 토대를 만들겠다는 것인데, 앞으로 각론을 지켜볼 일이다.

안 원장은 또 보편적 복지와 선별적 복지의 전략적 조합, 내부 거래 등 재벌의 단점 최소화, 한-미 자유무역협정(FTA) 재재협상, 개성공단 모델 확대를 통한 남북관계의 점진적 개선 등 주요 정책 쟁점들에 대해서도 소신을 피력했다. 그는 정치 경험의 부족을 약점으로 인정하면서도 ‘나쁜 정치 경험’이 적다는 게 오히려 강점일 수 있다는 주장도 폈다.

국민은 안 원장에게 기대를 걸면서도 그가 현실정치에서 경쟁력을 발휘할 수 있을지 한편으론 의구심이 있는 게 사실이다. 이제 안 원장은 강연과 책을 통해서가 아니라, 현실정치의 장에서 구체적인 실천을 통해 자신의 비전과 리더십을 보여줄 때가 됐다.

Time for Ahn Cheol-soo to step in the political arena

Ahn Cheol-soo released a new book on July 19 called “Ahn Cheol-soo’s Thoughts.” While the subtitle calls it “Guidance for the South Korean future we desire,” it seems fair enough to take it as a rough policy platform as the software mogul mulls over a possible bid for the presidency this December.

Ahn does not come out and say it in the book, but he does hint strongly at a run, writing, “If I find more and more people agreeing with my ideas, I will have no choice but to move forward.” He also hints that things may progress faster than anyone expects: “Whether I’m taking on the role of politician or bolstering change as an intellectual, I’d like to join forces with more people based on the ideas in this book.”

Indeed, it is difficult to imagine the opposition managing much of anything in this election without Ahn. Candidates are girding up for the Democratic United Party (DUP) primary, but Ahn it’s tough to imagine any of the other candidates budging Ahn from first place. Many would like to see him and the other DUP hopefuls working together to promote the opposition’s overall competitiveness. This is why Ahn needs to work quickly, and approach things more seriously than he is now. In particular, he should use this book’s release as an opportunity to go out and provide thoughtful and detailed answers to the questions the public has about Ahn Cheol-soo.

In the book, he hints at what his policies might look like, citing the US president Franklin Delano Roosevelt as someone he would like to emulate if he goes into politics. Roosevelt, who was elected four times in the period stretching from the Great Depression to World War II, is widely seen as an example of someone who carried out redistribution to relieve economic inequality, beefed up social services for the working class, and undertook institutional reforms to promote financial soundness.

Ahn seems to be saying that he will work to bridge the polarization gap in South Korea today and lay new groundwork for economic development. We look forward to seeing a more detailed conception.

In his book, he also expresses his personal thoughts on some of the major policy issues the country has been dealing with: a strategic mix of universal and selective social services, efforts to address bad business practices by chaebol, renegotiation of the South Korea-United States Free Trade Agreement, and gradual improvements in inter-Korean relations, including expanding on the Kaesong Industrial Complex model. While acknowledging his lack of political experience, he also says it may work in his favor, since he has little “bad experience” in politics.

The public is hanging a lot of hopes on Ahn, but people are also worried about whether he will be able to compete in “realpolitik.” The time has come for him to show vision and leadership, not through lectures and books but in the arena of real politics. 



국제 이슈로 커져가는 ‘삼성 백혈병’ 문제

 

산업·환경 보건 분야의 저명한 국제학술지인 <직업환경보건국제저널>(IJOEH) 최신호가 한국인을 표지모델로 실었다고 한다. 삼성전자 기흥 반도체공장에서 일하다 2007년 23살의 나이에 백혈병으로 생을 마감한 황유미씨다. 한국 반도체산업의 작업장 안전 문제를 죽음으로 공론화했고, 유족들의 질긴 법정투쟁 끝에 지난해 법원에서 반도체공장 노동자로는 처음으로 산업재해를 인정받은 당사자다.

Samsung must address hazardous factory conditions

The International Journal of Occupational and Environmental Health (IJOEH) picked a Korean to appear on the cover of its latest edition. Hwang Yu-mi passed away from leukemia in 2007 at the age of twenty-three after working in the Samsung Electronics’ Giheung semiconductor factory in Gyeonggi province. Her death brought the issue of South Korea’s semiconductor workplace safety into public discussion, and became the first semiconductor factory worker to have her illness recognized in court as an industrial accident - a decision that came only after a grinding legal battle by her surviving family.
