Surely, it is a meaningful change that the incoming administration will deal with state affairs from the viewpoint of the people, who will be directly affected by state decisions. But also needed are an overhaul of public organizations and a pursuit of pragmatic diplomacy for securing resources and energy. Adjustments should be made to guarantee a more efficient management of the state. Such unrealistic objectives as a seven-percent economic growth target and reform measures without principles should be reviewed. A balanced blueprint for state management must also consider the market economy and social welfare.

경쟁과 복지의 균형 잡힌 국정청사진 마련해야

물론 정부 정책을 공급자인 정부가 아니라 수요자인 국민의 관점에서 다루겠다는 것은 중요한 변화다. 자원·에너지 중심의 실용외교나 공공기관 혁신 등도 필요하다. 그러나 원활한 국정 운영을 위해서는 국정과제가 수정·보완될 필요가 있다. 비현실적인 7% 성장론이나 원칙 없는 규제개혁론을 재검토하고, 시장경제와 사회복지를 함께 고려한 균형 있는 국정 청사진을 마련해야 한다.
