It has been confirmed that Prime Minister-designate Han Seung-soo was allegedly involved in real-estate speculation and failed to disclose all of his assets. Han purchased the covenant to an apartment estimated to be worth about 600 million won, and resold it before it was accepted, but omitted the transaction three times when reporting his assets. He cannot avoid criticism for this and other speculative real-estate investments, from which he sold his property rights after earning a profit. By not fully disclosing his assets, he has certainly violated the law that requires government officials to do so.

At his National Assembly confirmation hearing last week, Han denied having violated the law prohibiting the evasion of mandatory military service on behalf of his son. According to Han, there is no problem, as what was done was not illegal. When the law violation was revealed, it was up to him to take responsibility for it. However, he gave an evasive answer by saying that he had paid his taxes. This makes it sound like everything will be okay as long as he pays his taxes, even if he violates the law. It is difficult to understand how a prime minister-nominee can make such statements. How can he be a respectable leader with such a lack of moral consciousness?

The involvement of a large number of minister-nominees for President Lee Myung-bak’s Cabinet in real-estate speculation, plagiarism, military exemption and obtaining foreign citizenship for their children has caused controversy. Lee’s new administration is already facing criticism because of these problems, so if he does not insist on appointing people like these for his Cabinet, he cannot appoint Han as prime minister.

Han’s views on nationalism, as well as his ethical standards, are troubling. According to Han, it seems that people can do anything as long as it is not illegal, and it is no problem to spend time working and playing golf in foreign countries as an alternative to serving in the military. He has also suggested that the military system be changed in a way that will benefit only the children of rich families. When it was discovered that he had resold the apartment covenant, he should have revealed the details about it, but did not.

Now, it is up to President Lee to make a decision. Regardless of whether the National Assembly approves Han’s appointment or not, Lee should withdraw it. To do otherwise would be akin to making fools of people unable to achieve their dream of owning a home after having followed all of the rules, including serving in the military and paying taxes. At a recent workshop for Cabinet minister-nominees, Lee said that his supreme goal is to establish law and order. “The president is also under the law, and the law should be enforced,” Lee said. Since then, official events to establish law and order have taken place across the nation. In these circumstances, the prime minister cannot be the only exception.

대통령은 한 총리 임명동의를 철회해야

한승수 국무총리 후보자의 부동산 투기 의혹과 재산신고 누락 사실이 확인됐다. 구입가격이 6억원대에 이르는 아파트 분양권을 취득했다가 중도에 이를 팔면서(분양권 미등기 전매) 이 사실을 세차례에 걸친 공직자 재산신고에 반영하지 않았다. 분양권을 샀다가 차익을 충분히 실현하고 팔았다는 점에서 투기의혹을 피할 수 없고, 신고 내용에서 뺀 점은 명백히 공직자윤리법 위반이다.

한 후보자는 인사청문회 첫날 아들의 특혜성 병역특례 근무에 대해 “불법은 아니었다”고 대꾸했다. 불법이 아니었으니 문제될 것 없다는 투였다. 그렇다면, 위법 사실이 드러난 상황에서 응당 책임을 져야 했다. 그런데 그는 “세금은 냈다”는 말로 얼버무렸다. 법은 어겨도 납세만 하면 된다는 투다. 도대체 이게 만인지상의 국무총리 후보자가 할 수 있는 대답일까? 그런 윤리의식으로 어떻게 공직사회를 엄정하게 이끌어나갈 수 있을지 모르겠다.

그가 아니더라도 이명박 정부의 첫 장관 후보자 중에는 부동산 투기, 논문 표절, 병역 면제, 자녀의 외국 국적 취득 등으로 논란이 되는 후보자가 숱하다. 이미 이명박 정부는 병역면제 내각, 표절 내각, 투기 내각, 이중국적 내각 따위의 비난을 받고 있다. 이런 내각의 구색을 완전히 갖추기 위해 총리도 그런 사람으로 앉혀야 한다고 생떼를 쓰지 않는다면, 그를 총리로 임명할 순 없다.

한 총리 후보자의 국가관과 도덕성은 매우 우려스런 수준이다. 불법이 아니면 무엇이든 해도 되고, 병역특례 근무를 외국에서 골프나 치며 해도 문제가 없으며, 소수 부잣집 아이들에게만 혜택이 돌아가는 식으로 병역특례 제도도 바꾸자고 제안했다. 분양권 전매 사실이 드러났을 때 구입자금 및 중도금의 출처와 차익의 용처 등을 밝혀야 했지만 그러지도 않았다.

이제 대통령이 결정해야 한다. 대통령은 국회 동의를 떠나 그에 대한 임명동의 요청을 철회해야 한다. 임명을 고집하는 건, 국방·납세 의무 등 지키라는 건 모두 지키면서도 평생 내집마련 꿈도 이루기 어려운 국민을 조롱하는 일이다. 대통령은 최근 국무위원 후보자 워크숍에서 법질서 확립이 지상 목표라고 말했다. ‘대통령도 법 아래 있으며, 그래야 법을 집행할 수 있다’고 했다. 그 후 각지에선 법질서 확립 관제행사가 잇따른다. 이런 상황에서 총리만 봐줄 순 없는 것 아닌가.
