Yesterday, President Lee Myung-bak announced new faces will be joining his team of Cheong Wa Dae advisors. Key advisors, including Chief of Staff Chung Chung-kil, have been retained or moved laterally within the newly reorganized team. The move to reposition Lee’s existing staff members has been viewed as a systemic correction, strengthening the functioning of the Cheong Wa Dae’s policies, promotions and political affairs.
This shuffle has greatly expanded the Cheong Wa Dae, from having one director, eight secretaries and one planning officer to two directors, eight secretaries and three planning officers. Four special advisors have also been added, increasing the number of special advisors to six. There are some remarks being made that the personnel structure of Cheong Wa Dae has finally been restored to that of the Roh Moo-hyun administration. After the current administration’s criticism of the Roh administration’s Cheong Wa Dae structure as inefficient and lax, President Lee had initially advocated for a “small Cheong Wa Dae.”
Nonetheless, the size of the Cheong Wa Dae is not a problem. Of greater importance is whether the structure is functioning smoothly and the President receives proper guidance. However, with the same people continuing to occupy key aide positions, to the extent criticism of “turnstile personnel movement” has emerged, it is doubtful we will see any new impetus in state management. In particular, since former Finance Minister Kang Man-soo, who has refused to acknowledge his policy failures as a minister, has been named a special advisor on the economy, unease can be felt even within the ruling party.
On another note, we can expect the merge of Cheong Wa Dae’s promotional functions into one office, which had been criticized for redundancy, will now focus on promoting the pro-poor and pragmatic centrism line being stressed by President Lee. We cannot fault the Cheong Wa Dae’s intentions, but it will be problematic if the Cheong Wa Dae relies only on image and fails to provide any substance. In particular, Lee Dong-kwan, the new senior secretary for public affairs, received considerable criticism for blocking communication between President Lee and the people during his time as the Cheong Wa Dae spokesperson. As Lee Dong-kwan moves up to a position with control over all promotional duties and possesses greater power, we hope he looks back at this criticism and reconsiders the direction that the promotion of national affairs takes.
Senior Secretary for Economy Yoon Jin-shik’s appointment to double as a policy chief may mean that his role in Cheong Wa Dae’s policy synthesis and mediation will grow. There has been endless friction between the Lee administration and the Grand National Party over issues like education policy. Since unnecessary discord within the ruling party has an ill effect on party members, Yoon’s burden is heavy. Of course, more important than smoothing over in-house tensions is that the Cheong Wa Dae produce pro-poor and pragmatic centrist policies with true substance.
청와대 개편에 대한 기대와 우려
어제 개편한 청와대 참모진의 면면을 보면, 정정길 대통령실장을 비롯해 핵심 보직 참모들은 그대로 유임하거나 수평이동했다. 기존의 청와대 인력을 재배치하면서 시스템을 많이 고친 것이 특징이다. 정책·홍보·정무 등의 기능이 강화된 것도 눈에 띈다.
이번 시스템 개편으로 청와대의 조직은 크게 확대됐다. 기존의 ‘1실장 8수석 1기획관’ 체제에서 ‘2실장 8수석 3기획관’ 체제로 몸피가 늘어났다. 거기에다 4명의 특보를 새로 임명해 특보만 무려 6명이나 된다. 청와대가 결국 참여정부 시절의 청와대 조직 형태로 돌아간 것 아니냐는 냉소적인 평가도 나온다. 현 정권이 애초 참여정부 청와대를 비효율적이고 방만한 구조라고 비판하면서 ‘작은 청와대’를 내걸었던 것을 생각하면 그럴 만도 하다.
하지만 청와대 조직의 크기는 문제의 본질이 아니다. 중요한 것은 시스템이 제대로 작동하면서 대통령을 올바로 보좌하느냐다. 똑같은 인물들이 계속 핵심 요직에서 일하는 ‘회전문 인사’를 통해 국정운영의 새로운 동력이 얼마나 나올지 회의적이다. 특히 장관 시절의 정책 실패를 아직도 인정하지 않는 강만수 전 기획재정부 장관을 경제특보로 임명한 것을 두고는 여권에서도 불안한 시선이 적지 않다.
그동안 기능이 중첩됐다는 지적을 받아온 청와대 홍보 기능이 하나로 통합된 것은 이 대통령이 강조하는 친서민·중도실용에 대한 홍보가 더욱 강화될 것임을 예고한다. 청와대의 이런 의도를 탓할 바는 못 되지만 알맹이 없는 ‘이미지 메이킹’에만 의존하려 해서는 곤란하다. 특히 이동관 홍보수석은 대변인 시절 이 대통령과 국민 사이의 소통을 방해했다는 지적도 심심찮게 받아왔다. 권한이 더욱 막강해진 홍보 업무 총책임자의 자리에 오른 만큼 이런 비판을 겸허히 되돌아보고 국정 홍보의 방향을 새롭게 점검하길 바란다.
윤진식 경제수석을 정책실장으로 겸임발령한 것도 청와대의 정책분야 통합조정 역할이 커질 것임을 보여준다. 그동안 교육정책을 비롯해 정부와 한나라당 안에서는 정책 방향을 놓고 삐거덕거리는 소리가 그치지 않았다. 여권 내부의 불필요한 마찰음은 국민에게 해를 끼친다는 점에서 청와대의 분발이 요청된다. 물론 정책의 일사불란함보다 더 중요한 것은 내실 있는 친서민·중도실용 정책을 만들어 나가는 일이다.
