The Lee administration has been working to “nail down” the revised plan for Sejong City by signing memoranda of understanding (MOUs) with companies and universities scheduled to move into the city. Since there is no legal basis for this without National Assembly discussions, critics are leveling charges of “arrogation of authority” at a government carrying out follow-up procedures for the revised plan based on the assumption of a National Assembly passage.

정부가 세종시에 입주할 기업·대학들과 잇달아 양해각서(MOU)를 맺으며 ‘수정안 대못 박기’에 나서고 있다. 국회 논의를 거치지 않아 법적 근거를 갖추지 못한 상황에서 세종시 수정안의 후속 절차를 진행하는 것이어서 ‘월권행위’라는 비판이 나온다.
